Two things are genuinely different here, and both are about distance rather than about the watch.

You are two hours behind, and three from October

Western Australia runs on AWST and does not observe daylight saving. That is a two hour gap to Sydney and Melbourne for most of the year, and a three hour gap from Sunday 4 October 2026, when the eastern states move their clocks and Western Australia does not, until Sunday 4 April 2027. Nine in the morning in Perth is midday, or one in the afternoon, on the east coast. Send your details in the Perth morning if you want an answer the same day. Anything sent after about two in the afternoon reaches an east coast that is already closing.

Australia Post names Perth by exception

Their own service conditions say the national next business day delivery network operates between capital cities, and then add, in brackets, excluding Darwin, and for Perth, delivery into the CBD only. The guarantee also runs on eligible postcodes rather than on city names, so check your actual address rather than assuming that Perth counts as Perth.

The cover matters more than the speed. Australia Post states that its services are generally suitable for sending items up to $100 in value, and that Extra Cover provides compensation for loss or damage up to $5,000. For most of what we buy, that is not insurance. It is why the watch is examined in person, in Perth, by a certified watchmaker, and why nothing is posted anywhere before someone has looked at it.

Western Australia licenses this through the police

The Act here is the Pawnbrokers and Second-hand Dealers Act 1994 (WA), and it is built differently from the eastern schemes. Section 3 makes the Commissioner under the Act the Commissioner of Police appointed under the Police Act 1892, and section 10 has that Commissioner appoint the licensing officers who decide applications, drawn from members of the Police Force or officers of the administering department.

Two consequences a seller can actually use:

• A company cannot hold the licence. Section 8(1) reads, in full, that a person other than a natural person cannot hold a licence. A body corporate trades only through a natural person holding one on its behalf. So in Western Australia the question is not which company is licensed, it is which person is.
• The receipt comes before the watch changes hands. Section 44(1) requires that, before accepting goods under a contract, a licensed dealer ensure a receipt and a copy are signed by the dealer and by you, and that the receipt is given to you. Section 44(2) requires the receipt and the copy each to bear original signatures. Not a photograph of a signature, and not afterwards.

The watch is then pinned in place. Section 61 requires a second-hand dealer to keep goods at least 14 days without altering their form, section 62 requires them kept at business or storage premises the licence applies to during that period, and section 43(h) requires the dealer to record which premises, and the location if the goods are moved. Under section 28(2) a licensing officer must allow any person to inspect the register of licences on payment of the prescribed fee, if any.
