Two things Darwin sellers get wrong

The half hour that becomes an hour and a half

The Territory runs on Australian Central Standard Time and does not observe daylight saving. Until Sunday 4 October 2026 you are thirty minutes behind Sydney and Melbourne. From that Sunday until Sunday 4 April 2027 you are an hour and a half behind them, which puts the eastern close of business at about half past three, Darwin time. Adelaide shares your half hour offset but moves its clocks with the east, so its gap never changes. Yours changes twice a year.

Australia Post excludes Darwin by name

Their service conditions state that the national next business day delivery network operates between capital cities, and then, in the same sentence, exclude Darwin. It is the only capital left out altogether. The Northern Territory regulates this inside a general Act

The Territory is the one jurisdiction with no standalone dealing statute. Read down the register of Acts in force and there is no Pawnbrokers title between the Pastoral Land Act 1992 and the Payroll Tax Act 2009, and no Second-hand title between the Sea-Carriage Documents Act 1998 and the Sentencing (Crime of Murder) and Parole Reform Act 2003. That absence is real, and it is easy to read too much into it.

What it does not mean is that the activity is unregulated. Pawnbroking and second-hand dealing sit in Part 14 of the Consumer Affairs and Fair Trading Act 1990 (NT), sections 244 to 325, together with the Consumer Affairs and Fair Trading (Pawnbrokers and Second-hand Dealers) Regulations 1998. Section 248 requires a licence to act as a second-hand dealer, and a second-hand dealer is defined as a person conducting the business of buying, selling or exchanging second-hand goods, whether on their own behalf or another's.

The duties are there too, just in a different place from the other capitals. Section 299 sets a 14 day retention period on second-hand goods. Section 277 covers identifying the seller. Sections 279 to 283 cover the records a dealer keeps, and section 280 the pawn ticket.

What that means for you

• Ask which licence the buyer holds, and where. The Territory licence is issued under Part 14, and the Director of Consumer Affairs must advise the Commissioner of Police of applications under section 252.
• Check the ABN and ACN on ABN Lookup. Company identity is checkable from anywhere and takes about thirty seconds.
• Expect a written record. A dealer's record-keeping duty is not optional under Part 14, so a buyer who will not give you paperwork is worth walking away from.
